FDLP Basic Collection

The FDLP Basic Collection is a list of government documents which are "vital sources of information that support the public's right to know about the workings and essential activities of the Federal Government." All depository libraries must provide access to these titles to the public.

The LRC facilitates access to the online versions of these titles. Each hyperlinked title is listed below along with a brief description of the resource. These titles are also findable in our discovery tools (PowERsearch, ER, and our catalog).

American FactFinder
American FactFinder provides access to data about the United States, Puerto Rico and the Island Areas. The data in American FactFinder come from several censuses and surveys.
Ben's Guide to the U.S. Government
This site provides learning tools for K-12 students, parents, and teachers. These resources will teach how our government works, the use of the primary source materials of GPO Access, and how one can use GPO Access to carry out their civic responsibilities. And, just as GPO Access provides locator services to U.S. Government sites, Ben's Guide provides a similar service to U.S. Government Web sites developed for kids.
Budget of the United States Government (FY 1996 - present)
Issued by the Office of Management and Budget (OMB), the Budget of the United States Government is a collection of documents that contains the budget message of the President, information about the President's budget proposals for a given fiscal year, and other budgetary publications that have been issued throughout the fiscal year. Other related and supporting budget publications are included, which may vary from year to year.
Budget of the United States Government, unofficial (FY 1923 - 1995)
The Federal Reserve Archival System for Economic Research, or FRASER, is not an official version of the Budget of the United States Government and GPO can not guarantee the authenticity or completeness of the data. FRASER is provided through a partnership between GPO and the Federal Reserve Bank of St. Louis.
Catalog of Federal Domestic Assistance
Catalog of Federal Domestic Assistance (CFDA) provides a full listing of all Federal programs available to State and local governments (including the District of Columbia); federally-recognized Indian tribal governments; Territories (and possessions) of the United States; domestic public, quasi- public, and private profit and nonprofit organizations and institutions; specialized groups; and individuals.
Catalog of U.S. Government Publications
The CGP is the finding tool for federal publications that includes descriptive records for historical and current publications and provides direct links to those that are available online.
Census of Population and Housing
The census tells us who we are and where we are going as a nation. The census helps our communities determine where to build everything from schools to supermarkets, and from homes to hospitals. It helps the government decide how to distribute funds and assistance to states and localities. It is also used to draw the lines of legislative districts and reapportion the seats each State holds in Congress.
Code of Federal Regulations, Annual Edition (1996 - present)
The Code of Federal Regulations (CFR) annual edition is the codification of the general and permanent rules published in the Federal Register by the departments and agencies of the Federal Government.

It is divided into 50 titles that represent broad areas subject to Federal regulation. The 50 subject matter titles contain one or more individual volumes, which are updated once each calendar year, on a staggered basis. The annual update cycle is as follows: titles 1-16 are revised as of January 1; titles 17-27 are revised as of April 1; titles 28-41 are revised as of July 1; and titles 42-50 are revised as of October 1. Each title is divided into chapters, which usually bear the name of the issuing agency. Each chapter is further subdivided into parts that cover specific regulatory areas. Large parts may be subdivided into subparts. All parts are organized in sections, and most citations to the CFR refer to material at the section level.
Electronic Code of Federal Regulations (e-CFR)
The Electronic Code of Federal Regulations (e-CFR) is a currently updated version of the Code of Federal Regulations (CFR). It is not an official legal edition of the CFR. The e-CFR is an editorial compilation of CFR material and Federal Register amendments produced by the National Archives and Records Administration's Office of the Federal Register (OFR) and the Government Printing Office. The OFR updates the material in the e-CFR on a daily basis.
Daily Compilation of Presidential Documents
The Compilation of Presidential Documents collection consists of the Weekly Compilation of Presidential Documents and the Daily Compilation of Presidential Documents which are the official publications of materials released by the White House Press Secretary. The Compilation of Presidential Documents is published by the Office of the Federal Register (OFR), National Archives and Records Administration (NARA).
Congressional Directory
The Congressional Directory is the official directory of the U.S. Congress, prepared by the Joint Committee on Printing (JCP). It presents: Short biographies of each member of the Senate and House, listed by state or district; Committee memberships, terms of service, administrative assistants and/or secretaries, and room and telephone numbers for Members of Congress; Lists officials of the courts, military establishments, and other Federal departments and agencies, including D.C. government officials, governors of states and territories, foreign diplomats, and members of the press, radio, and television galleries.
Congressional Record
The Congressional Record is the official record of the proceedings and debates of the United States Congress. It is published daily when Congress is in session. FDsys contains Congressional record volumes from 140 (1994) to the present. At the back of each daily issue is the "Daily Digest," which summarizes the day's floor and committee activities.
Constitution of the United States of America: Analysis and Interpretation
The Constitution of the United States of America: Analysis and Interpretation (popularly known as the Constitution Annotated) contains legal analysis and interpretation of the United States Constitution, based primarily on Supreme Court case law. This regularly updated resource is especially useful when researching the constitutional implications of a specific issue or topic.
Economic Indicators (1995 - present)
Available from April 1995 forward, this monthly publication is prepared by the Council of Economic Advisers for the Joint Economic Committee. It provides economic information on gross domestic product, income, employment, production, business activity, prices, money, credit, security markets, Federal finance, and international statistics.
Economic Indicators, unofficial (1948 - present)
Economic Indicators back to 1948 are made available through FRASER, the Federal Reserve Archival System for Economic Research. FRASER is provided through a partnership between GPO and the Federal Reserve Bank of St. Louis. FRASER is not an official version of Economic Indicators and GPO can not guarantee the authenticity or completeness of the data.
Economic Report of the President (1995 - present)
The Economic Report of the President is an annual report written by the Chairman of the Council of Economic Advisers. It overviews the nation's economic progress using text and extensive data appendices. The Economic Report of the President is transmitted to Congress no later than ten days after the submission of the Budget of the United States Government. Supplementary reports can be issued to the Congress which contain additional and/or revised recommendations.

GPO’s Federal Digital System (FDsys) provides free online access to official publications from all three branches of the Federal Government.
Federal Register
Published by the Office of the Federal Register, National Archives and Records Administration (NARA), the Federal Register is the official daily publication for rules, proposed rules, and notices of Federal agencies and organizations, as well as executive orders and other presidential documents.

Occupational Outlook Handbook
The Occupational Outlook Handbook (OOH) is a career resource offering information on the hundreds of occupations that provide the overwhelming majority of jobs in the United States. Each occupational profile describes the duties required by the occupation, the work environment of that occupation, the typical education and training needed to enter the occupation, the median pay for workers in the occupation, and the job outlook into the next 10 years for that occupation. Each profile is in a standard format that makes it easy to compare occupations.
Public Papers of the Presidents of the United States
The Public Papers of the Presidents, which is compiled and published by the Office of the Federal Register, National Archives and Records Administration, began in 1957 in response to a recommendation of the National Historical Publications Commission. Noting the lack of uniform compilations of messages and papers of the Presidents before this time, the Commission recommended the establishment of an official series in which Presidential writings, addresses, and remarks of a public nature could be made available.
Social Security Handbook
The Social Security Handbook includes the provisions of the Social Security Act (the Act), regulations issued under the Act, and precedential case decisions (rulings). It is one of numerous publications about the Social Security programs. It is a readable, easy to understand resource for the very complex Social Security programs and services.
United States Statutes at Large
The United States Statutes at Large, typically referred to as the Statutes at Large, is the permanent collection of all laws and resolutions enacted during each session of Congress. The Statutes at Large is prepared and published by the Office of the Federal Register (OFR), National Archives and Records Administration (NARA). Under the provisions of 1 U.S.C. 112, the printed edition of the Statutes at Large is legal evidence of the laws, concurrent resolutions, proclamations by the President, and proposed and ratified amendments to the Constitution.
United States Code
The United States Code is the codification by subject matter of the general and permanent laws of the United States. It is divided by broad subjects into 51 titles and published by the Office of the Law Revision Counsel of the U.S. House of Representatives. The U.S. Code was first published in 1926. The next main edition was published in 1934, and subsequent main editions have been published every six years since 1934. In between editions, annual cumulative supplements are published in order to present the most current information.
United States Government Manual (1995 - present)
As the official handbook of the Federal Government, the United States Government Manual provides comprehensive information on the agencies of the legislative, judicial, and executive branches. It also includes information on quasi-official agencies; international organizations in which the United States participates; and boards, commissions, and committees. The Manual begins with reprints of the Declaration of Independence and the U.S. Constitution.
United States Government Manual (current)
The United States Government Manual is the official handbook of the Federal Government. This currently updated edition of the Government Manual provides comprehensive and authoritative information on the legislative, judicial, and executive branches. It also includes information on quasi-official agencies, international organizations with U.S. membership, and Federal boards, commissions, and committees.
United States Reports
The bound volumes of the United States Reports contain the fourth and final generation of the Supreme Court's opinions. However, the materials collected here contain not just opinions, but the full text, from cover through index, of bound volumes 502 et seq., including all of the opinions, orders, and other materials issued for the Court's 1991 Term and subsequent years. Additional volumes will be included here after they are published in print form.
USA Counties
USA Counties features over 6,600 data items for the United States, States and counties from a variety of sources. Files include data published for 2010 population as well as many other items from the 2010 Census of Population and Housing, the 1990 census, the 1980 census and the 2007, 2002, 1997, and 1992 economic censuses.
