Open Access for USU Authors

As a result of recent legislation, (PL 110-161) all FY'08 NIH-funded research accepted for publication on or after April 7, 2008 must be submitted to PubMed Central, and made available to the public no more than 12 months after publication.


Under the new requirements, NIH-funded investigators and authors are responsible for:
  • Making arrangements with publishers to allow deposit of the final peer-reviewed manuscript of articles resulting from NIH-funded research in PubMed Central as required by the Public Access Policy
  • Submitting the manuscript to PubMed Central upon acceptance for publication (except in cases where journals automatically submit to PMC)
  • Including the PubMed Central reference number (PMCID) when citing articles in NIH applications, proposals and progress reports.

Implications for authors
  • Authors must retain the right to deposit the work in PubMed Central
  • Authors should read all agreements with publishers carefully before signing to ensure PubMed Central deposit is permitted
  • Authors need not sign copyright transfer agreements as presented. If the agreement does not permit PubMed Central deposit, or if the author is unsure, it is recommended that the author add language that adapts the agreement and allows compliance with the NIH requirement.
NIH suggest that authors use the following language:
Journal acknowledges that Author retains the right to provide a copy of the final manuscript to the NIH upon acceptance for Journal publication, for public archiving in PubMed Central as soon as possible but no later than 12 months after publication by Journal.
  • Authors are responsible for submitting their work in PubMed Central (either personally or by a third party).

LRC Services for Authors

The LRC provides third party submitter service to help authors comply with the NIH Public Access Policy to all USUHS NIH-funded authors.

The LRC will submit your manuscript to PubMed Central (PMC). Before the LRC can post your manuscript we will need confirmation that you retained the right to comply with the NIH policy in the form of a signed publisher copyright form or a publisher statement on the NIH policy.

Materials Needed:

  • PI Author name and e-mail
  • Title of journal
  • Title of manuscript
  • Grant number (full alpha numeric)
  • Manuscript files (Word, JPEG, PDF, etc.)
  • Supplemental data or images associated with the manuscript
  • Embargo period as specified by publisher and any other publisher instructions

Email all materials to: Open Access

After submission, the PI will receive an e-mail from NIH requesting approval of the submission. The LRC will send the PI the NIHMS reference number for use on NIH progress reports and the PubMed Central Reference Number (PMCID) when it becomes available.
